The impact of measuring impact of research

A recent Go8 report points out the perils of devising policy to measure impact in resarch. Striving for high impact can end in lower impact than was potentially possible, due to its elevated risk. The report also comments on measurement distorting behaviour (yep, good old Goodhart’s Law). I will stop trying to summarise the report here, as it is best for the interested reader to read it in full.
